Generally this is plausible. But the notion of suspending the election is far-fetched. Congress is elected to a two year term. We their term is up they are no longer congressmen unless re-elected. If there is no election they cannot be re-elected. The Senate is a six year term. Every two years one-third of them are up for re-election. It seems to me and it will certainly be argued that if they are not re-elected they are out of office.

Anyway, the elections are state elections. The Federal government cannot suspend them. The Senators for New York are chosen by New York State. The Representatives are elected by the people in the district that they represent, in the election of their state. Nowadays senators are generally also popularly elected by the residents of the state.
